The problem is people generally have to find the so called "golden middle", means not exaggerating to one direction. Same goes for this issue, women should be aware that theoretically bad things can happen and that it's better in certain situations to act the "safe" way, but it's surely wrong to become paranoid - as this would indeed mean practically no life at all.

By the way what Lux said is quite right. But even by the threat of law people still do what they wanna do. The education (in the family as well in school) is in my opinion one of the most important points when it comes to violence.
