No it is not a virtual democracy for "we" do not decidewhat is possible that is indeed reserved to the Administrators and moderators.
i Know that the title suggests that we have a choice but after all, we have....
we can either go allong with people
we can ignore them
we can confront them with our oppinion
we can even support them
