You ar correct bout a Phalloplasty not being able to achieve a true erection on it's own... that's why they put an optional rod in...
However with a Metoidioplasty it is entirely possible to have an erection just like a bio-male... except that it'll be no longer than 2-3 inches... maybe 3.5 if you're extremely lucky. Believe it or not a clitoris is actually made of the same tissue as a penis... girls' clits
do get erect when they're horny
