It's that persons fault to a certain extent. But people are so aggressive these days. We have to stop relying on their "good judgment" and do something about the weapons and the ability to get them. I know there's other things to kill people with, like knives, or drugs, or psychical abuse...shootings are just far more extreme and need to be tackled first.
