how exactly do you join "public groups"?

eh well ever since it popped up on our new profiles, ive been puzzled by its meaning. What are public groups? and how do you join em? sowwie if this has been asked and answered before :D

I think it's just a forum feature that Igor decided not to use yet. But he has some ideas on the public groups, so I think in future they'll be more useful.
