В истории для чего она была открыта я не помню, но сейчас это государственная организация помогает выучить язык(в моем случае был английский), они определяют твой уровен и напрвляют в бесплатную школу анг языка для взрослых.
Может в других странах они другую функцию выполняют :confused:
